Sometime in 1972, in a flat in Upper Change Road, Singapore (code named "Last Chance,") two veteran ship captains sat down to talk and the idea of establishing a ship manning agency was born with the guiding principle: "QUALITY SERVICE BEFORE PROFIT."
The germ of that idea matured and the organization was formally incorporated and registered on February 13, 1973 with an authorized capitalization of P100, OOO of which P5, OOO was initially paid up. The original sixteen (16) stockholders, of which fourteen were senior deck and engine officers, all subscribed to the guiding principle and further supported it with a permanent policy of recruiting and employing personnel strictly based on the suitability of their qualifications and that the Organization shall be a NON-FEE CHARGING COMPANY. |
The first principal was a Singapore based tanker company with a fleet of medium sized crude oil tankers. This was followed by the largest US owned and operated supply Boat Company, then a coastal cargo ship company operating in Bahrain . The first offshore oil drilling principal was contracted in 1986 and this was soon followed by two others. In 1993 the largest American offshore construction company in the Middle East was contracted.
From humble beginnings, the Organization grew steadily until today it’s paid up Capital is 3 million Pesos. There are at present 14 clients being serviced with a total manpower deployment of 750 seas based and land based personnel. The first office premises in Aurora Blvd. , Quezon City was acquired in 1979 and the Organization stayed there until 1997 when it acquired its present modern office buildings in West Triangle, Quezon City.
Today, Pacific Seamen Services, Inc. is internationally recognized as a manning agency which supplies qualified and dependable personnel for both sea based and land based job categories. It maintains a pool of highly qualified ship officers, engineers and rating for special purpose and conventional vessels; and personnel for offshore oil drilling rigs, production platforms, off shore construction barges and on shore fabrication and repair yards.
In 1984, and again in 1985 and then again in 1991 the Company obtained the Top Performance Awards from the Philippine Overseas Employment Administration (POEA) and that same year of 1991, the Company was installed in the POEA Hall of Fame in recognition of its consistent and significant contribution to the Philippine Overseas Employment Program. And, as it was in 1973 when it began operations, the Company's guiding principle remains to be:
